WASHINGTON - Banks and Wall Street firms ramped up borrowing from the Federal Reserve's emergency lending facility over the past week, a fresh sign of the credit stresses plaguing the country.

A Fed report released Thursday says commercial banks averaged $21.6 billion in daily borrowing over the past week. That compared with a daily average of $19.8 billion in the previous week. For the week ending Sept. 17, Wall Street firms drew such loans averaging $20.3 billion. That step-up comes after six straight weeks where they didn't draw any loans. Their borrowing averaged as high as $38.1 billion a day over the course of a week in early April.

Sky-rocketing inflation and the subsequent stringent monetary measures initiated by the Reserve Bank to curb it have not impacted the pace of fresh capital investment, a Centre for Monitoring Indian Economy report has said.

"Rising inflation and the RBI's attempts to combat it through monetary tightening are leading to fears of the investment boom in India cooling off," the CMIE said. The pace of fresh capital investment, however, continues unabated, the think thank said. "The relentless rise in the flow of fresh capital investments reflects India Inc's confidence in the continuation of buoyancy in the consumption demand." According to the report, although rising interest rates are expected to dampen the profitability of Indian corporates, "it is not a very significant burden to make them cancel their fresh investment plans or stall those under implementation".

WASHINGTON - Construction of new homes and apartments fell to the weakest pace in 17 years in August, far more than expected, but lower mortgage rates and tax credits have given builders some glimmer of hope of a possible rebound.

W hen home prices are going up, your equity in your home also goes up. Let's understand this with an example. Consider, three years back you bought a property for Rs 50 lakh (Rs 5 million), with Rs 500,000 as down payment and a home loan of Rs 45 lakh (Rs 4.5 million). Now, if the property is priced at Rs 1 crore (Rs 10 million), it means that even if you were to sell it off and repay the entire home loan, you would still make around Rs 55 lakh (Rs 5.5 million) as net profit.

The other advantage is the rise in the price would also make you eligible for an additional loan against the property. Known as the concept of home equity, this is quite a common product in the US. In India, most banks call it as a top-up loan, where borrowers can garner further amounts, based on the existing valuation of the property. The Labor Department reported Tuesday that consumer prices edged down 0.1 percent last month, a significant improvement from a 1.1 percent price spike in June and a 0.8 percent rise in July. The cost of gasoline and other fuels have plunged, reflecting big drops in crude oil prices . The decline, which was in line with expectations, may give the Federal Reserve the room it needs to cut interest rates if Fed officials feel a rate reduction could help stabilize turbulent financial markets .

WASHINGTON - The Agriculture Department on Friday reduced its forecast for this year's corn and soybean harvests due to drier weather, potentially leading to higher commodity prices.

U.S. corn production will be 12.1 billion bushels, down from its 12.3 billion estimate last month, the USDA said. The soybean crop is projected to be slightly lower, at 2.93 billion bushels, down from its earlier estimate of 2.97 billion. The soybean crop would be 13 percent higher than last year's and the fourth largest ever.

Offshoring to low-cost places like India may have been perceived as the key reason for job losses in the Western world, but it is mostly internal restructuring that is behind the falling employment rate at European banks, a new report has said.

"Less than 10 per cent of all publicly announced job cuts at European banks since 2002 are due to offshoring. Internal restructuring accounts for the lion's share," according to a latest research report by German banking giant Deutsche Bank. The recent decline in employment rate of European banks is because of internal restructuring and not due to job-offshoring to various countries including India, it said.

Bush administration announced Sunday it was seizing troubled mortgage giants Fannie Mae and Freddie Mac in a bid to help reverse a prolonged housing and credit crisis.

The Hinduja Group-promoted business process outsourcing firm HTMT Global Solutions has set aside Rs 400 crore (Rs 4 billion) to close two acquisition deals in the US by the end of this year.

Both US companies, with a headcount of 4,000 plus each, offer services in the finance and accounting and remote infrastructure management space in the US and Canada. Subramanya C, global chief technology officer, HTMT Global Solutions, said, "Apart from the current cash on the balance sheet, we can also raise double the amount to fund our inorganic growth plans. We are aggressively looking at acquiring companies that have the right size and the skills that complement our existing verticals." Currently, the company is offering its services in multiple verticals including BFSI, Healthcare, telecommunications among others. The company is also looking to expand its foothold in China and Europe.

Global consulting and technology services major Accenture is planning to expand the company's business process outsourcing footprint in India by increasing its headcount to 50,000 employees in the next five years and opening more centres in various cities.

"We would be increasing our headcount from 37,000 to 50,000 in the next five years and set up more centres. Most of our business would be focused on the third party solutions and a little bit on the captive sector," Accenture BPO Lead Executive P G Raghuraman told PTI. The company is also seeking to tap the BPO industry by securing new acquisitions in the domestic market. "In the last quarter, we made 10 acquisitions globally and there is lot of scope for replicating this in the country." He, however, refrained from mentioning the names of the firms Accenture BPO is eyeing presently.

The central bank on Tuesday released the results of its most recent auction. It's part of an ongoing program started in December that seeks to ease financial turmoil and credit stresses. Those programs — along with the depressed housing market — have badly pounded the economy, forcing companies and people to clamp down.

In the latest auction, commercial banks paid an interest rate of 2.670 percent for the 84-day loans. There were 38 bidders. The Fed received bids for $31.64 billion worth of the loans. The auction was conducted on Monday with the results made public on Tuesday. The Fed in mid-December announced it was creating an auction program that would give banks a new way to get short-term loans from the central bank and help them over the credit hump. In late July, the Fed expanded the program, making the longer 84-day loans available, besides the existing 28-day loans.

Publicis India, the country's sixth largest advertising agency by revenue, said it is planning to set up an outsourcing division to cash in on the offshoring trend.

With significantly higher margins in the business and a growing demand in the developed countries for Indian creative work, leading agencies such as Lowe, McCann Erickson, Ogilvy & Mather and Mudra, are mulling over outsourcing operations. "Our goal is to double our revenues in the next three years. Among some of the new initiatives we have taken is the launch of a brand design agency Red Lion. We are also considering an outsourcing division," Nakul Chopra, the newly-appointed CEO of Publicis, South Asia, told Business Standard .

The Federal Reserve reported Monday that consumer borrowing grew at an annual rate of just 2.1 percent in July, the slowest pace since a 1.9 percent rise last December. The slowdown reflects a tiny 0.5 percent rate of growth in the category that includes auto loans, down from a 6.1 percent surge in this category in June. Automakers reported that demand for cars fell in July to the lowest level in 16 years.

Rural business process outsourcing is catching the fancy of many Indian biggies, with the companies eyeing it more as a business proposition rather than a corporate social responsibility.

With the telecom industry aiming to increase its rural subscribers base and the central bank asking banks and financial firms to cater to the rural sector, businesses will have to find ways of servicing customers, say analysts. Most of the rural BPOs have a seating capacity of below 100 per centre, as they are situated in remote areas. Some of the firms that are expanding reach in rural India are Aegis BPO, Comat Technologies, SerWizSol (a Tata enterprise) and GramIT of Byrraju Foundation.

At first glance, companies such as Jubilant and Piramal may seem too undeveloped - or perhaps just too culturally remote - to rub shoulders with the world's top pharmaceutical makers. But judging from all the deals taking shape in India, they may have a critical role to play in the industry's future. In recent months, Western executives have been flocking to India's hastily built science parks, looking for allies in the never-ending quest to develop blockbuster treatments. With little fanfare, they've started a process that could lead to wide-scale outsourcing of drug research to Asia.

Essar arm to buy BPO in Philippines

Essar group-owned Aegis BPO on Monday said it will acquire Philippines-based BPO, PeopleSupport, for $250 million (around Rs 1,050 crore) in an all-cash deal.

The Mumbai-based BPO, which announced a definitive agreement to merge with the latter through Essar Services (Mauritius), its wholly-owned subsidiary, said the deal is expected to be concluded by the third or fourth quarter. The merger, to be called Aegis PeopleSupport in the Philippines, has been unanimously approved by the boards of the respective companies. When completed, the PeopleSupport buy will become Aegis BPO's 11th acquisition in the last two-and-half years. The company recently acquired the call centre facility of global internet firm AOL in Bangalore for about Rs 120 crore (Rs 1.2 billion).

WASHINGTON - The government says orders to U.S. factories rose by a larger-than-expected amount in July as demand for commercial aircraft, heavy machinery and iron and steel all posted solid gains.

The Commerce Department reported Wednesday that new orders increased by 1.3 percent in July, much stronger than the 0.8 percent increase economists had been expecting. The July advance follows an even bigger 2.1 percent increase in June and represents the fifth straight rise. Manufacturers have been seeing a sharp slowdown in the U.S. economy offset by strong gains in foreign demand, helped by a weaker dollar which makes their products more competitive overseas.

WASHINGTON - Construction spending took a bigger-than-expected tumble in July as housing activity dropped to the lowest level in seven years and nonresidential activity fell for the first time in seven months.

The Commerce Department reported Tuesday that construction spending declined 0.6 percent in July, double the 0.3 percent decrease analysts had been expecting. Housing activity fell for a 16th consecutive month, declining 2.3 percent to a seasonally adjusted annual rate of $357.8 billion. That was the lowest level since March 2001 , the start of the last recession.
